The Philippines does not have one minimum wage. It has seventeen — one per region, each set by its own Regional Tripartite Wages and Productivity Board through a wage order. Two people doing identical work in Metro Manila and in the BARMM can be legally paid amounts that differ by more than ₱300 a day.

Where a region shows a range, the figure that applies to you depends on your industry, the size of your employer, and sometimes the class of your city or municipality. Region IV-A, for instance, sets separate floors for reclassified first-class municipalities, for second to fifth class municipalities, and for retail and service establishments with ten workers or fewer. Check the wage order text for your exact area before concluding you are underpaid.

Minimum Wage for Domestic Workers (Kasambahay)
Domestic workers fall under the Batas Kasambahay (Republic Act No. 10361) and get their own wage orders, set as a monthly figure rather than a daily one.

Minimum Wage Earners Pay No Income Tax
This is the part that surprises people. If you are a statutory minimum wage earner, your basic pay is exempt from income tax — and so are your holiday pay, overtime pay, night shift differential, and hazard pay. That exemption comes from Republic Act No. 9504 and survives under the TRAIN Law.
What this means on your payslip
A minimum wage earner should see zero withholding tax. SSS, PhilHealth, and Pag-IBIG contributions still apply — those are not taxes. If your payslip shows income tax withheld while you are earning the regional minimum, raise it with HR and cite your regional wage order.

How to Turn a Daily Rate Into a Monthly Figure
Wage orders are published as daily rates, but most budgeting happens monthly. The conversion depends on how many days a year your employer treats as paid:
- Monthly equivalent = (Daily rate × number of paid days per year) ÷ 12
- A five-day work week with unpaid rest days commonly uses 261 days.
- A six-day work week commonly uses 313 days.
At the NCR ceiling of ₱755 a day on a 261-day factor, that works out to roughly ₱16,421 a month. On a 313-day factor, about ₱19,693. Confirm the factor with your HR, because it changes the answer significantly.
